Cardiff Personal Licence Application APLH Training Course

The controls introduced by the Licensing Act 2003 for the regulation of the supply of alcohol include a regime for the granting of personal licences to individuals allowing them to supply, or to authorise the supply of alcohol. The personal licence is separate from the licence which authorises the premises to be used for the supply of alcohol.

The licensing of individuals separately from the licensing of premises permits the movement of personal licence holders from one premises to another, allowing greater flexibility. It ends the current regime whereby publicans are tied by licence to the premises where they work.

The personal licence relates only to the supply of alcohol under a premises licence. An individual will not require a personal licence for other licensable activities such as the provision of regulated entertainment or late night refreshment, or for the supply of alcohol under a club premises certificate.

A personal licence does not authorise its holder to supply alcohol anywhere, but only from establishments with a premises licence authorising the supply of alcohol in accordance with the premises licence. An individual may hold only one personal licence at any time.

Any individual may seek a personal licence whether or not they have current employment or business interests associated with the use of the licence.

The APLH course covers the syllabus set by government to enable candidates to understand the law in relation to:

The roles, responsibilities and functions of licensing authorities within the framework of the licensing objectives
The application process for a personal licence
The role and legal responsibilities of the personal licence holder, and the penalties relating to failure to comply with the law
The premises licence
The content and purpose of operating schedules
The role and duties of the designated premises supervisor
Unauthorised and temporary licensable activities
Rights of entry to licensed premises
Police powers with regard to suspension and closure of licensed premises
The specific prohibitions for the sale of alcohol
The strengths of alcoholic drinks, and the effects of alcohol on the body
The protection of children from harm
The responsible sale of alcohol.
After attending the course, candidates will only need to take a short multiple-choice exam with 40 questions at a BIIAB approved training provider (that’s us at Access Training).

We understand that many candidates will be a little wary of attended a course where there is an examination. Relax,  at Access Training we do this for a living. We teach in small class sizes and no questions go unanswered. The examination at the end of the course comprises of 40 multiple choice questions, to be answered over 40 minutes. (most candidates finish well within the time allowed). Successful candidates have to answer 28 questions correctly.We want you to pass with a high mark.

Your certificate takes around 7 days to arrive. It is this original document that you will need to demonstrate to your Licensing Authority that you have a recognised qualification. On the course, we will teach you what else you need to do to apply for a Personal Licence.
